    Thinking of starting an import/export business? Jennifer Henzel, a Certified Import/Export Trade Professional offers these tips for getting started:

    1. Many countries have set up offices (Consulates or Embassies) in foreign countries to promote the exporting of their goods. The Consulates will supply you with industry directories and more. Embassies are located in a nation’s capital and Consulates in different cities. In many cases, the Embassy web site will contain directories and manufacturer lists, as well as an email link that you can use for sourcing

    2. To import goods, communicate with that country’s Consulate situated in your own country. If you are uncertain what products the other country wants, you can obtain catalogues and lists of manufacturers.

    3. Contact your country’s taxation department to ask about registration numbers or other procedures that you must follow. For example, if you are Canadian, you will require a Registration Number, issued by Canada Customs and Taxation Agency (CATA). When you inform CCTA of your plans to import or export, they issue an extension to your business number. This number is used on all related documents.

    4. Find out about licensing requirements, if any. Many countries do not have licensing requirements for most products. However, if you are importing or exporting high-risk products (pharmaceuticals, liquor, chemicals, arms, certain food items and certain articles of apparel), you might need a license. “I strongly recommend that people start out with low risk items that can be easily traded and have fewer barriers like giftware and consumer items,” said Henzel. “Certain industries, like dairy, are guarded by lobby groups in some countries. You will be faced with quotas and restrictions.”

    5. Embargoes are trade barriers set up against other countries. Many countries have embargoes against Cuba, for example. First, contact your own government to determine whether there are restrictions or embargoes against the country you are considering. Next, contact that country’s Consulate or Embassy to see if there are restrictions against goods from your country.

    6. Participate in the local Boards of Trades (or Chambers of Commerce if there is no local Board of Trade). In addition to networking, you have access to research libraries and other resources that will offer good trade information.

    7. Use customs brokers. “Small businesses attempting their own paperwork can run into delays at borders. If you make a mistake, you can be fined,” said Henzel. “A custom broker’s service is well worth the fee you pay.”

    8. When exporting, understand that there is no one solution to shipping and customs handling that will work in every situation. Every deal is different. Each company and each set of products will require a different set of services, or a combination of services. Engaging the services of a freight forwarder is one possibility. Freight forwarders arrange shipping and customs for goods going to other countries. “You have to shop for these services and do your research,” Henzel explained. “Ask a lot of questions. It’s no different than buying a piece of furniture. You shop around first.”

    9. Be familiar with Incoterms, as posted to the International Chamber of Commerce Web Site (http://www.iccwbo.org/index_incoterms.asp). Incoterms are standard trade definitions that dictate the shipping and payment responsibilities of each party. The two companies involved negotiate Incoterms for each deal. The best known Incoterms include EXW (Ex works), FOB (Free on Board), CIF (Cost, Insurance and Freight), DDU (Delivered Duty Unpaid), and CPT (Carriage Paid To). “You negotiate according to the Incoterms,” Henzel said. “You decide who pays for shipping, who pays for insurance, etc.”

    10. Consult your bank for information about Letters of Credit, the most common form of payment when trading internationally. With a Letter of Credit, you minimize your risk because the banks assure that the goods are delivered before the money is exchanged. As an importer, a Letter of Credit reduces the risk of having to pay in advance for goods, or of paying for goods that are inconsistent with the product description in the Letter. As an exporter, you have the buyer’s bank’s assurance that you will receive payment provided you ship the goods as specified within an agreed-upon time.

    11. Participate in Trade Missions. Consult your Board of Trade or local Chamber of Commerce to discover what is available.

    12. Finally, look to the Web for information about international trade. Many web sites offer an array of information that you can access for no charge, including Henzel’s site (www.importexportcoach.com).

    Laptops for gaming were once only for the wealthy and not for the mainstream consumer. As I recall they were not really the greatest selling notebooks but being the most expensive they were the foremost revenue generating units. The most sought after notebooks were the ones that were too costly to contemplate purchasing. They were just the best laptop computers that the technology was able to provide at that time. Even though that was true I guess the prices were so expensive that we would buy laptop computers that were not as fast instead. I think things are already changing though and will continue to because the international manufacturers are all coming into the market.

    In my point of view they could get away by selling them at a higher price if they desired. With notebook computers being perceived like consumer electronics this is an excellent profit source for them. Convincing prospects to buy laptop computers is pretty effortless for global manufacturers. This is a giant threat to smaller niche system builders. I’m pretty confident that the established brands will attempt to squeeze the little ones out. I reckon the clueless automatically feel safe by buying from a company they are familiar with.

    The companies latest notebooks are receiving a large amount of praise as being the best laptop computers from the media. I still anticipate that smaller sellers will take away some encouragement from this. I think people that get these kinds of laptops like to be able to customize their laptop. These kinds of prospects more often then not are well informed on the technology and would compare spec for spec. If you’re getting the laptop for playing games then surely the speed is the first worry.

    Certainly from the purchasers position, its a positive trend. The competition between the big brands should force prices down when they attempt to separate from one another. I say that somewhat hesitantly though because the laptops market is an extremely fast changing area. I’m not certain if the overall price of notebooks will decline but new systems are usually at particular prices. As the gaming laptop niche becomes packed up with multinational brands, the majority will utilise a wait and see strategy.

    Lanzarote offers a wide variety of beaches including white and black sand, placid and ruffled waters and these are, as you would expect distributed along the entire coast of the island.

    Further articles posted by me discuss in more detail the best beaches in each of the seven municipalities (articles 11 to 17) and these form part of a much wider portfolio of information I’m providing to help holiday makers.

    So, where is the best beach then ?

    As my ‘home-from-home’ is in the south of the island in Playa Blanca in the municipality of Yaiza, I am somewhat biased as to where the best beach is and for me it is without doubt, Papagayo. Judging by the research I’ve done on the Internet, I am not alone in this opinion, so no matter where you are staying, I would suggest that you should not miss this one out.

    Punta de Papagayo (to give it its full name), is located at the southernmost tip of Lanzarote. With a surrounding landscape of volcanic ash, crystal clear water and fine white sand, this stretch of the coast , with several small bays and coves is quite simply stunning. Access is gained by first driving across a dirt track road (quite bumpy), then paying a toll (it’s that good, they charge you a small entrance fee), and then walking down the sand banks to the beach as there is no man-made path.

    BEFORE you walk down the banks, remember to get anything you need from the one and only cafeteria in this area, as you won’t want to keep trudging up and down, trust me, I’ve done it. The difficulty in getting to the beach is worth it. If you decide to walk along the beach to look at other bays, please bear in mind the fact that some visitors bathe nude at this location as it is permitted. You should not encounter this in the bay by the cafeteria.

    If you research this beach on the Internet more widely, you will read statements like ‘wild at times’ and ‘waves can be a little strong at times’, so your instinct will, quite rightly tell you to keep an eye on the children.

    I want to devote the rest of this introductory article to a day on Papagayo in the Spring of 2005.
    On this particular trip, my wife decided to stay at the top of the cliff by the cafeteria, as we were not planning to stay long. I took my two sons down to the immediate bay as the children were pestering me to let them play in the sand and have a dip in the water (as children do). I did what most parents do on holiday - I gave in to their demands for a peaceful life.

    My eldest son (who was 11 at the time) decided he’d like to be a little braver than the younger one, who was 6 years old and who stayed in the ‘ankles only’ region of the sea with me. He wandered out to a point that each wave broke about the chest to neck area and if he jumped up as the wave broke to avoid getting a mouthful of salt water.

    All children do this and I’m sure by now, you know what’s coming…. well he didn’t !

    I could see a rather large wave behind him out at sea and began to shout towards him to come back in a bit. He never understood my gesticulations towards him, so I moved towards him (instructing the younger one to go back up the beach immediately and ’stay put’). For once, the younger one did as he was told and as I got closer he heard me and moved towards me. I got to within 5 metres of him before the wave crashed 15 feet above his head !

    For what seemed an eternity at the time, I completely lost sight of him. He resurfaced, spluttering, and a good 30 metres away from me, which should give you an appreciation of the waves power. My son waited to see my reaction before bursting out laughing (I think he thought I would be angry with him, as if !). He was covered from head to foot in sand, had drank a pint or more of salt water and despite his brave face, he was clearly shook up and to this day we still recall that wave at Papagayo, but he had learnt his lesson and he lives to swallow salt water another day.

    It is worth pointing out that both of my children are very good swimmers, having attended swimming lessons from an early age. Their ‘reward’ for this, is to be given more freedom when on holiday, particularly in the swimming pools, providing we can still see them. I did not for one moment (you know I really mean that I did) think that he would not come back up, but please take my experience into account if you go to Papagayo as the warning ’strong waves at times’ is often dismissed by the occasional visitor.

    But don’t let this put you off, as this is truly a fantastic location and we still go back on most visits to the island.

    I will to bring this article to a close with an important Safety Message - Swimming & playing in the sea is great fun, but be aware of the dangers and act responsibly and look out for Flag warnings.
    To this end, you should :

    1. Swim parallel to the shore ;
    2. Swim within your depth (it can often be difficult to swim back to the Beach as currents can be strong) ;
    3. Never swim immediately after eating ;
    4. Never swim alone or at night ;
    5. Be aware of local conditions (currents etc), seek advice if in doubt and beware of boats and jet skis if they are in the vicinity and please do not swim in areas allocated for their use ;
    6. Remember that a Red Flag means “Dangerous Conditions, do not enter the water” ;
    7. Remember that a Yellow Flag means “Dangerous Conditions, exercise caution” ; and
    8. Remember that a Green Flag means its “Safe for swimming”.

    Oh… and in case you’re wondering, it was a Green Flag at the time of the incident with my son and it was altered to Yellow by the time we got back to the top of the cliff.

    Were we unlucky ? No we were lucky !

    That Monaco is crowded with celebrities is no piece of news. Since 1869, when the personal income tax policy became favorable, Monaco attracted very many individuals with high net income, such as movie stars, sporting stars etc. who became residents of the Principality in order to benefit from personal income tax exemption.

    Take, for instance, Roger Moore, Shirley Bassey, Ringo Starr, Karen Mulder, Eva Herzigova, the race drivers Jacques Villeneuve, David Coulthard, Jenson Button.

    But the number of celebrities is far outnumbered by the number of business people who enjoy the country’s tax facilities: the retail tycoon Philip Green and the Barclay brothers are Monegasque residents.

    Being a resident of Monaco implies proving you have a place to live and are rich enough to afford a very high standard way of life. And I mean really rich, as a place to live in the apartment blocks jammed into two square kilometres, either rented or bought, is extremely high.

    Keeping residency implies proving you live in Monaco at least 6 months and a day per year. If you are rich, the advantage of being a Monaco resident is that, besides enjoying a sunny, pleasant climate, you can live at the same time in another country. The Principality is very close to main airports and is also easily reachable by sea, by car or by train. Thus, being a Monaco resident and working in another country is not only possible but it’s easy especially speaking of UK citizens: laws in UK permit a maximum stay of 90 days (without counting the day of departure and that of arrival!) for non-residents. Many UK business people reside in Monaco and work in the UK without surpassing the 90 days limit so that they are subject to Monaco lawas for taxation.

    Having attracted so many rich resulted in a conflict of interests: many countries disapprove of this taxation policy, looking at it as an evasion from taxes in their national area. And not entirely wrongly! In fact, Monaco has been “tax-cheating” a little by attracting capital from the high tax countries.

    Looking at the issue from the perspective of the Principality, seems to me only right to try and succeed to evolve with the few means and resources a state so small has. Monaco developed from one of the poorest countries in the world (in the 1860s) into a state with one of the world’s highest per capita income (around EUR22,000). And it was possible due to a strategic leadership of a resourceless country. It is after the territory was drastically reduced that this personal income tax policy came into being. Attracting foreign capital become one of the main targets for development. That’s how the Casino became grand and famous and emphasis was put on tourism, being raised at luxury levels.

    After the individual taxation regulations, in 1963 the Principality came with another financial artifice: no tax for local company profits or dividends. Thus the target was to enhance local business flourishing. This stipulation combined with an almost hermetic data privacy did nothing else than to increase even more foreign investments in Monaco.

    So, from the point of view of big economic powers, Monaco should be punished, and so deserves any country daring to offer a better taxation alternative, putting at a disadvantage their high-tax based economy. The OECD has a project on “harmful tax practices” stipulating a set of punitive measures for the non-cooperating jurisdictions.

    Invoking money laundering and international terrorism tracking, many OECD governments promote a policy of free information exchange that has as main purpose limiting the tax competition, beyond the intention to limit tax evasion and to combat serious crime.

    Estimated negative results of OECD policy:

    * Eliminating tax competition would result in uniformizing taxes to the amount dictated by some governments. Without the possibility of choosing a better alternative, there is no reason for governments to reduce taxes and make the tax system more efficient.

    * This policy would change the present status of emigrants that pay taxes only to their new country and would promote the premise that the state still has a right to benefit from its former national labour. This sounds to me like a violation of fundamental human rights.

    Although in 2004 still on the OECD black list of the tax policy non-cooperating jurisdictions, Monaco has changed its policy regarding the high confidentiality of financial data in the light of the expected, recent admission to the Council of Europe (Monaco joined the Europe Council on October 5, 2004 ). Modifications to legislation:

    * October 2001: French citizens living in Monaco since 1989 must pay a wealth tax beginning with 2002.

    * Information on French nationals are to be unconditionally provided to the Bank of France when required. Information may be passed on to the authorities of France or of a third country if necessary.

    * 2004: Under EU’s Savings Tax Directive, Monaco will impose a witholding tax on the returns on savings such as bank interests earned by EU citizens. The tax quantum will be the same as in Austria, Belgium and Luxembourg (initially 15%). 75% of such revenues will be handed over to the Member State of the respective EU resident. This will be applied beginning with 2005.

    * December 2000: Monaco signs the United Nations Convention Against Transnational Organised Crime. The treaty stipulates that its members do not permit anonymous accounts requiring identification of customers. Banks must keep accurate records of accounts and report any suspicious transaction. Moreover, the domestic law enforcement officials are permitted inspection of accounts.

    With all these measures, it seems that Monaco’s attraction as a personal income tax haven will decrease. It remains to be seen how all these measures will affect Monaco financial and banking system after becoming operative.
